How exactly do i use one of these?

Do i just place them in libs and reboot?

If you have CyberGraphX installed, it's just a matter of copy in Libs as you said and reboot :)
You can also create a pic of your own using MakeCGXBootPic utility which you can get from the same website (http://powerup.amigaworld.de/index.php?lang=en&page=24) :)

There is a lot of programs to make one or a lot (chosen from a list) random pictures to load while Workbench is loading based on plain 68k Amigas (requires WB2.x onwards).

Search on Aminet for "boot picture".
