I don't think that there are specific tools for PGA ICs. The easiest way to remove them is by levering them up gently with a small flat head screwdriver going around all sides until it releases.

I use this tool, works great - move it to the middle on each side little at a time, all the way around.

I have the same tool. My (bad) memory says it came with a processor I bought many moons ago. All the same it works well
I would search eBay if I wanted another....or of course here...sorry I can't help with your request though
