PSU - > Amiga cable is approx 70cm-75cm. Mains - > PSU cables tested : standard 0.8-1.5m. Goliath is currently sitting on my desk, next to my Amiga... but i live in pc building/repair chaos here , so i don't mind :)

This might be related to old capacitors ? Are you able to take photo of your monitor displaying amiga signal ?

OK, so i decided to say hi to my bosch, and make some modification. Old nanoxia fan controler + modified psu-fan plug, all tested spinning on very low rpm now, nearly dead quiet!

It's attached just by 1 screw ( firm though, without any vibrations ), it's new fan 92mm so a bit bigger, only fan i had to test it... I just checked that noctua fan reviews, seems like it is not much better on full speed than mine now, so instead spendin£16 on the fan i shoul probably buy ATX...

On PC you can use clones of Protracker - "Protracker 2 clone" ( 65kb load/save limit per sample) / Fastracker 2 clone to load wav files and then save them in iff format. Both has also sample editors. Both available for win/macos/linux/. Currently easier and faster would be using "clones" on...
