If you already have a 060 onboard then it will be running at 3.3v, you would be just updating to a newer 060 chip mask/revision. All 060's will be running at 3.3v. However if you have a 040 which runs at 5v and you want to upgrade it to a 060, then thats when you need to add a voltage regular...
