Yup, if you speak or can read German do some searching on A1K.org, you will find that several got revived that way.

I read that reflowing the soldering connections of the Altera chips might revive it. Supposedly the connections aren't great to begin with and the card can get flexed pretty easily when installing which can make matters worse. That shouldn't be an expensive repair if you can find someone to do...

Looks quite nice and tidy ! You could put the 3000 under the 4000T monitor maybe? Use a switchbox for monitor/keyboard/mouse?
