as I said, it is high frequency noise getting into the video signal. The jailbars are there even without the video cable connected and the fault is coming from inside the flyback. It's the HR6489 LOPT for sure and there is nothing you can do...... unless you are familiar with modifying CRT TV...
I had the same problem with several monitors, all the early square 1081/1084 type. Replacement flybacks for the later models like 1084S-P and 1084S-P1 work ok. On the early models HR obviously hasn't reverse-engineered the flyback correctly. There is some ringing getting into the video signal...
