can u repair a Taifun 1230 (identical to Typhoon Mk-II) - with card installed just get black screen, no boot

it came from a package of Amiga 1200 parts so I assumed it was a parallel port adaptor but nervous about just plugging it in and testing since miggy par ports are powered and don't want to kill my miggy.

does anyone know what this item is please? the two connectors are db25-f and db25-m
