That has definitely had the caps replaced on the mainboard, they are usually small 10uF SMD caps, they've been replaced with through hole caps, it doesn't look the best quality if i'm honest. Doesn't look like the pads were cleaned before the new caps were put on. I would imagine the red wires...

Post a picture but if i'm honest i haven't seen a model 1 Mega CD that doesn't need recapping over the last few years. Even if it looks fine i would get it recapped anyway, just to prolong its life as its an expensive addon these days.
