The 318069-11 (NTSC) will default to providing 60 Hz timing upon bootup.
The 318069-10 (PAL) will default to providing 50 Hz timing upon bootup.
Switching modes requires bit #5 of register $dff1dc being changed, so either a CPU/copper command must be issued to write the appropriate value (e.g as implemented by hitting the spacebar in the early bootup menu) or dedicated circuitry provided to emulate the command before system initialisation (unlikely to be implemented).
So, for a "PAL" machine the appropriate 28.37516 Mhz oscillator should be used and (preferably) matched with the 318069-10 Agnus, and for an "NTSC" machine the appropriate 28.6363 Mhz oscillator should be used and (preferably) matched with the 318069-11 Agnus.
