Well, what I can tell that this 603e CPU from Marios was 100% ok when I posted it back to Marios.

I had similar issue with BPPC when one of several 603e pins was not soldered properly. Please check soldering once again.
And please set-up PPC frequency @180MHz, not more.
It *might* be the problem that as this BPPC is faulty it will refuse to boot with 100% ok PPC CPU. But it's just conspiracy theroy, nothing more.
