I have exactly the same behaviour on this Blizzard PPC:

I receive it from the owner as "100% dead", but I fixed problem with oscillators and card booted. But RAM and PPC CPU were not wisible.
I don't remember if I could boot Amiga from HDD with this defective BPPC.
Anyway after long fight (including PPC CPU exchange) I gave-up.
I could boot witohut RAM and without active PPC only.
I suspect one (or more) programmed CPLD IC was gone.
Flash memory was 100% ok, I've checked that.
Because there is no source of 100% working programmed CPLD's in entire Universe (with except 100% working BPPC) I sent card back to the owner in this stage as not repaired.
So if you have 100% working BPPC
with the same hardware revision *VERY IMPORTANT* you can take CPLD's from this 100% working BPPC and put them on this defective unit.
We all know that it's not wise...
But if you have plenty of time and money - yes, you can try.
At your place I would just give-up.
