Regarding a cheap compatible programmer: search for TL866CS on Ebay. There will be a variety of cheap deals, depending on how many adaptor boards it ships with (usually for various sizes of PLCC and SOP packages) and whether shipping is expedited for your country, or regular old China Post. For the purposes of this adaptor all you actually need is the TL866CS itself.

For programming a 27C400, instead select AMD 27C4096 from the MiniPro (TL866CS) software, and deselect 'Check Device Id'. And you're good to go for burning ROMs.
