Closed A4000D Board Rev. B IDE not working, help needed.

Hello specialists,

I have an A4000 Desktop motherboard with 2 problems.

Problem 1: IDE is not working. No matter if a HD or CF is connected, after about 10 seconds switching on, I get the screen to insert a disk.
The A4000 is not recognizing any device on the IDE Port.

Problem 2: Motherboard works only with a A3630 Prozessorboard, with jumpers switched on the motherboard to internal clock usage.
If I place a A3640 PCB on it, the screen will stay black using jumpers switched on the motherboard to internal clock usage.
If I change jumpers to external clock usage, the Power LED is blinking, and Screen is changing between Black and Darkgray. Looks like Amiga is restarting all the time.

Frist I would like to fix Problem nr 1.
What I could do easily is to replace all 5 ICs on the motherboard, concerning the IDE Port, but I prefer to locate the real faulty IC on the motherboard.
I know how to use a soldering iron, a multimeter, and an oscilloscope.
What I don't know is what to measure at what point at what time ?

Can somebody help me in locating the problem, or maybe overtake this work in Bavarian area ?
