You can alternatively get a 318069-18 Agnus.
Remove the PAL/NTSC jumper and "jumper" pins 1-2 (i.e. the NTSC position) with a 0.1 uF capacitor.
You lose hardware PAL/NTSC switching (will always powerup in PAL mode) but otherwise it's the same and still soft-switchable between PAL/NTSC timings if that's something that interests you.
EDIT: R203 should also be removed (see posts below)
I already have a -18 Agnus and a 0.1uF cap here... but I do not despair of finding an "original" Agnus to stay "roots".
Otherwise, and to be complete, you do not mention that it is mandatory to remove R203...
I don't have an A3000 so seeing a 3-pin PAL/NTSC jumper I thought it was wired like:
pin2 --> pin41 of Agnus
pin3 --> +5v through R203
pin1 --> GND
so in 1-2 mode, pin41 would be grounded (force NTSC) and in 2-3 mode it would be pulled high (force PAL).
This would be the reasonable way for a 3-pin jumper block, at least
But I checked the schematics and it's wired like
pin1 --> pin41 of Agnus AND +5v through R203
pin2 --> GND
pin3 --> nothing
so, obviously 2-3 mode is just a "jumper parking" position and R203 must be removed.
