I think this is down to language barrier.

What I think @Kulamario123 meant to say was:

"All new parts, except for the custom chipset".

I understood that it was a unfortunate phrasing when I first also thought it was an incomplete build, but then I saw it working and assumed it was just an unfortunate choice of words.
