HDToolBox has been updated, it's version 47.17 now.

Version 3.2.2 shipped with HDToolBox 47.10 with the last update from late 2020, according to the release notes from 3.2.2:

hdtoolbox 47.9 (29.10.2020)

- The cylinder numbers could only be up to 6 digits- now extended to 7 digits
Let's hope no ill overflow happens - at least a test worked nicely

hdtoolbox 47.10 (05.11.2020)

- Move some elements a little bit further to make space for max cylinder number

Release notes for 3.2.3 state, that the HDToolBox version that comes with 3.2.3 is version 47.17 - so several changes seem to have been made between the 3.2.2 and 3.2.3. The latest changes, however, are dated from 16.10.2022. Update to 3.2.2 was released in March 2023, hotfix to 3.2.2.1 came out April 2023. So, curiously, HDToolBox was already updated to the current version for 5 months, when 3.2.2 was released - most probably it was meant to be tested much more before release, that must be why they didn't include it at that time.

There do not seem to be any changes since October 2022.

FYI, from the release notes

The 3.2.3 update contains all the updates of 3.2.1 and 3.2.2 so if you are installing from scratch you don't have to first apply3.2.1 and 3.2.2. However if you have already applied it then that is fine too.

I bought an Amiga 600 from a friend who has 3.2 installed on it and I assume it's still registered in his name. Is there a way to change that so I can get these updates?

If it has stock 3.2 then it could be your friend didn’t even register? Try finding license in the cd box.

is there a list of version numbers for the apps included in the OS, even something like SetPatch? I wonder if some people update their ROMs but then are booting older OS versions (like 3.1 or 3.2.2), any issues or mismatches?

I believe they do have a doc with all the changes in the update archive. If the on board rom is a mismatch I think it does the quick reset trick when you start up to load the correct one ? I have the physical roms burnt so not entirely sure
