Sorry, but as far as I know the complete set contains the KS3.1 chips as well. (Obviously it has to be configuration/motherboard-specific.)

I purchased few of these back in the day when they were originally released, and I can confirm they were not sold with kickstart ROMs. Possibly some resellers bundled them together, but this is exactly what the package contained, so I would say this is a complete set.

You may right, I have a bigboxed copy without the KS chips, while my friend has it... So it may had happen...

Yes, I bought mine back in the day. I had to buy 3.1 roms seperately as they were not part of the package
