Maybe the OP is after OS 3.5 or 3.9

There was a Workbench 3.0 CD released by Commodore, and it can be found on torrent sites. Vesalia.de even had it in stock just a while ago...

But 3.1 is disks only, unless you have a Amiga OS 3.5 which included the 3.1 aswell.
