Amiga - Telnet using REAL dialup Modem with no phone line possible ?

Yeah yeah I know you can connect to BBS's using a null modem cable and a usb-serial adapter on a PC and running TCPSER or Internet Modem but I want to use an actual dialup modem (i've got loads) to connect an Amiga (or anything else) to Telnet BBS's without a phone line.

I've heard of TDM400P (no idea what it is) and line voltage inducers etc but what do they mean and is it possible ?

I would imagine something like:

Amiga--Serial/Modem
Phone line to Line Inducer or TDM400P
Line Inducer or TD400P to USB modem on PC
User TCPSER or Internet Modem to share to the com port assigned to the usb modem on the PC instead of a usb-serial adapater.

Does that make any sense ?
