Animated wallpaper - windows 7

Not sure if this is a silly question or not but I want to complete something that I built recently and had some idea's.

I want to have a fake C64 screen with the command prompt blinking like it is ready to accept commands. I have been googling but so far not got very far with it. I am running Windows 7 x64 on the machine (still faffing about with linux)

Can it be done? Does it have to be a gif or something?

its actually built in to windows 7 but not activated(removed by microsoft),, I used to use it at Xmas for a snow scene,

all the background is a WMV file.. let me look for it.

Do you want an animated desktop? If so, you need to know how to use DreamScene in Windows 7. Microsoft removed the DreamScene feature from Windows 7, so you have to enable it again to use it.
