Cannot get a FPU on A1200 memory board at 40 MHz

I have a Blizzard 1200/4 and GVP 1208 memory board. When I put a 68882 at 40 MHz and a 40 MHz Crystal in these boards, then I only get at maximium 33 MHz.

When I use the same crystal and FPU in a GVP 1230 card then it allows me to get it at 40 MHz.

Is there a limitation on these memory expansion?

Thanks for your information, but why is this limitation?
