That's not entirely true. The very first VIC-20s and the VIC-1001 were referred to as having "PET style keyboards" with good reasons. They had black keys and the keys were very squarish, they also employed the same typeface as the PET.
Many of the keys on the VIC-20s with PSK were identical to those used on the PET 4016 but I am not 100% sure the SHIFT keys were of the same size.
