Closed Commodore Plus 4 TED and CPU

I recently acquired a Commodore Plus 4. It is not displaying anything on the monitor (black screen). I have tried replacing the PLA and may other troubleshooting steps. I believe this one has the commonly bad TED/CPU chips. Wanted to see if someone out there had one or both of these available. I am in the U.S. Would need someone either in the U.S. or willing to ship to the U.S. My Plus 4 is an NTSC version with 8360R1 TED chip and 8501R1 CPU.
