voltage isnt all that important for a rectifier as far as i know(as long as its higher rated than what goes into it),so anything over 100 volts at about 2 amps should be fine.
all its there for is to turn ac to dc for the regulator and smoothing.
basically,its just a bog standard linear supply for the monitor...rectification,regulation and smoothing.
what you would probably agree with is the regulator probably partially failed due to dried up paste or old age.
oh,and the extra voltage your seeing after the rectifier is most likely the capacitor after it before the regulator,so don't be surprised to see the voltage a little higher than before the rectifier.(its just smoothing before the regulator,and of course after it)
basic linear supply=transformer=rectifier=cap=regulator=cap=final dc supply
