Originally, some private organisation put up £40m for the Fibre fund, with an open Tenure for anyone to apply, but they had to match the £40m offered by the private organisation. At this time, only 40% of Cornwall would get Fibre drops to their homes. The remaining would still have to negate copper/aluminium wire to get to the Fibre Cabinets.
However, even without reading your link (I will in a mo....) our local Radio Station is now telling us the Fibre Roll out fund is now £130m, as Some European fund or other has bashed in another £50m. [$_$]
With the recent years of seeing my SNR deplete from 23db with 8192 on the Router to 9db with 5286 downstream, I'm not holding my breath. The real issue is whilst having 9db with 5286 downstream during the day, by the evening, the SNR is down to 2 & less with wild fluctuations per second. As a result, web pages time out & gaming is impossible even during the day. I'm convinced it's something to do with BT's Traffic Management & Throttling equipment on the cables. As a Bonus in recent weeks, my phone line is eating BT's ADSL filters like no tommorow & the hiss on Digital DEC phones is beyond pi$$ing me off. It you chuck an analogue BT phone into the socket, you just can't have a conversation for the pi$$ er.... Hiss.
I wouldn't mind only having a 4Mb line here, but I want one that works & allows you to game with 1 shot head shots & not like 60+ shot spray & pray scenarios.
It's going to be an interesting time, but as said earlier, I'm not holding my breath. :dry:

After reading the thread & seeing this:
n Erbistock, near Wrexham, BT told villagers it would cost them £550,000 to get a broadband connection for 80 houses. Rival Rutland Telecom then quoted £50,000, prompting BT to reassess costs and come back with a figure of £100.
....just one of the many reasons I'm not holding my breath. :roll:
