I found a couple of new currently available monitors that support 15KHz.
Philips 221S9 (21") and 241S9 (24") both support 15kHz PAL & NTSC RGB through the VGA connector. Both monitors also have HDMI input, and can be set to display 4:3.
Interestingly, the listed specs show a minimum frequency of 30kHz.
There are some mild jailbars that I can't get rid of, and as expected, interlace is a bit jittery, but otherwise it works well.

Here is a pic of a 241S9 displaying sysinfo in PAL.

Discussing prices is not allowed. Try reading our rules sometime.

Apologies. I didn't know that applied to items I wasn't selling.
The only time you can post a price is if you're flogging something. Otherwise, it's a big no no here.

Googling this model only turns up products in Australia. Perhaps a region-specific model? What year was it released? Perhaps there are equivalents in other regions others could test?

That is correct, I purchased it from a retailer here in Australia. I did mention the retailer, but it was removed as I had also quoted the price in the same sentence, which I shouldn't have done. I don't know when it was released, but there is a copyright date of 2022 on the box.

Looking at the box it came in, it has 'S Line' printed on it, and a quick Google search reveals similar looking monitor available in the UK (242S1AE/00) but the control buttons are on the front, whereas mine are under the bottom edge and it has a different stand. The listed specs look the same. It quotes scan rates of 30-85kHz, which is the same quoted for my Aussie model, which actually goes down to 15kHz.

Many thanks for checking, very kind of you. I'll do some follow up detective work too and post back what I find.
