Request Need Help on A3000T Video issue

Ok I have this nice A3000T with no battery damage or no othered damage. It is a 030 25mhz with 3.1 roms, 8mb of fast ram, 2mb of chip, Super DMAC-04, Ramsey-7, super buster-11. The RGB and the VGA 31Khz all give me a perfect video in all NTSC modes and in all PAL modes. All ports and orro slots woke and voltages are all good.
This issue I have is with the Flicker Fixer slot. The issue is if you have a flicker fixer card or a video card like a Picasso IV the Pal video all come out prefect and sharp but the NTSC video is slightly blurry and jumpy bad enough you can not make out the fonts on the screen. Colors are all good both in NTSC and PAL. With the Picasso IV card if I go from NTSC with the bad video then select a high setting with the Picasso IV it has a great high end video but switch back to NTSC back to blurry and jumpy. The is strange to me since all the other video outputs are sharp and clear but out of the flicker fixer under NTSC. It is the same at power on when you hold the two mouse buttons down and if you switch between NTSC and PAL with the space bar the PAL screen is clear and sharp but the NTSC is blurry and jumpy. see attached photos of the screen shots between PAL and NTSC from out of the Flicker Fixer Card. I have tested with a few different monitors and no Change same results, All contacts and chip have been cleaned and tested in a 3000D and worked perfect no issues checked and cleaned the Zorro and Video slots as well.
Is there any guidance out there to point me to what can be causing this and how to fix it.

Yes I tried that as well. When I put it to PAL everything is good, but when you go to the early startup screen the video is good in pal but once you hit the spacebar to change to NTSC you get the same thing bad video, same as after bootup and go the screen preference and switch it, once again it is just with the flicker Fixer output, not VGA or RGB they are good.. On thing I noticed I was checking the signal information on the monitor in PAL it is a true 50Hz on the VGA and Flicker Fixer outputs but in NTSC the Fixer Flicker is showing only 59Hz and the VGA output is a true 60Hz. Is 60Hz is what I should be seeing on the Flicker Fixer side as well?

I found the problem, something simple. I left the RGB monitor hooked up to the A3000T and did not have the monitor on. Problem resolved by just unplugging the RGB monitor from the A3000T .
