It has been quite heavily modified and has

Region Free Bios
Fram (replaces the Sram so you don't loose your saved games when the battery dies)
Switchless 50/60hz
Phantom Modchip
Replacement 110-240v PSU, 12V 3A psu included

Supplied as console, rgb scart, psu and official black controller (didn't come with a controller when i acquired it)

The console will play original or backups from any region.
