Whdload Error 205 (KS1.3)

It works fine with Kickstart 3.1 and 2.04 but with KS1.3 it gives Error 205

This is using the same Amiga

A500 Plus 2MB Chip + 2MB on A590

WHDLoad requires Kickstart 2.0 minimum (see the requirements in the documentation)
The only equivalent is an old version of JST (version 1.4 is the latest to work with KS 1.3 iirc)
