Is -5v actually used anywhere? ATX power supplies have not had the -5v line populated in years.

They're buying from vendors in quantity of hundreds, and they're not going to test them individually (and that assumes they have the equipment to test them.) My guess is that they don't know for sure that the chips have been remarked, but probably suspected it. Not testing the chips also gives...
