Well, I wanted to write this much earlier but was constantly waiting for @petter_morales to confirm him receiving the Cyberstorm and CyberSCSI. Anyhow, the package was already delivered on Jan 22 but he hasn’t been online here since Jan 23.
What voltage does your multimeter read on the 5V rail somewhere on the 3640 and the motherboard?
Edit: oh, and for the 3640 jumpers need to be set to EXT to take the clocks from the delay line on the processor board.

I don’t know fore sure - as said I’ve bought it exactly in that manner and was able to successfully test an attached hard drive by copying data from it to a usb stick. Other than that, I’ve never used the CyberSCSI module myself despite having it, I threw out SCSI of all my machines a long time...
I believe not, do you maybe have a picture how it is supposed to look?
