Dell only made PC compatible stuff. No PC ever used RGB, so it's unlikely this is anything that will work with an Amiga. Early VGA was also 9-pin, but you need 31.5KHz, not 15KHz the Amiga puts out. It might work in Productivity mode on ECS, or DoubleNTSC on AGA.

This is a nice design. I worked at a Commodore repair center in the early 90's when the 3000 came out and I probably spent 100 hours disassembling and reassembling 3000's to upgrade the ROM and RAM over those years.

Yes they are different between regions...PAL/NTSC. Unfortunately, I think they share the same Commodore part number, so that's not helpful. At least the crystal inside should be different... and probably other small changes. As to how it will work if you change the Amiga to a 50Hz vs 60Hz...
