One option is to possibly rewire and power the fan directly! I did this years ago with lots of power supplies.
Not sure if this is still possible now but it would be good if it can be done.

Agree, this is the same with the seasonic (who make the PSU's for Corsair also AFAIK) - The 4000D is limited inside for cooling so one has to be innovative or think of novel ways to reduce heat / improve airflow... The original PSU exhausts outwards as do these, however as you say it is load dependant because these PSU's are extremely efficient (do not produce heat at lower amp draw) there fore you now have no airflow inside your case. If you are using arymanx SFX bracket (https://www.amibay.com/threads/sfx-psu-bracket-for-amiga-4000d.2440471/page-9#post-2491263) then you could do the below... with a duct near to the CPU card

The other thing to note with the Corsair is that they do run warm, so having the psu fan only kick on under load (which is never) is going to contribute to heat inside your Amiga.

its 30% load when the fan kicks in, the fan is never going to kick in
