Looks like an RGB to composite video converter, similar to an A520.
 
... but what are the DIP switches for? I have seen something similar just for old Mac Computers to set a fixed video resolution or the Sync.
 
The DIP switches would let you choose between NTSC and PAL color carrier frequencies.
 
I have one of these and it gives a fantastic image over SVideo, handy if you have a TV with no Scart Socket. Probably were more for the US market.
 
Sorry to jump on this thread, but I've found a "similar" device recently. It came in a box with other pc components and I have no idea what it is...

Where could I buy one of these video converters?
There are several, here's one currently commercially available that has S-Video and composite outputs, but I think some soldering is required:
