... but what are the DIP switches for? I have seen something similar just for old Mac Computers to set a fixed video resolution or the Sync.

The DIP switches would let you choose between NTSC and PAL color carrier frequencies.

I have one of these and it gives a fantastic image over SVideo, handy if you have a TV with no Scart Socket. Probably were more for the US market.

i dont think its similar at all to be honest,it looks like its got a 25 pin port,if you found it pc parts box,its pc related
