Are you sure you installed it in the right direction (if you reverted the direction of the chips, you have probably destroyed them,) and in the right position? (high rom, low rom). Does your computer require jumpers to set? Installing a new TOS may NOT be straightforward, depending on which Atari you have, but the ROMs worked fine when shipped.

The fact that the other TOS worked well doesn't mean that this new TOS should work the same way without any modifications on the motherboard (e.g. setting jumpers, which may require soldering some resistors.) Please check the version of the motherboard; there is an article on the Atari Wikipedia entry which shows which versions of TOS require soldering on some motherboards.
 
OMG, yes i set jumpers in right position of course (for 32pin roms), other rom (2.62 CZ) from my friend worked well. With your TOS Atari start with 3 bombs on screen. I'm not stupid, when i set jumper back for 28pin rom, everything is OK, when i set for 32pin roms, rom from u is faulty, other roms worked well too ...

I have never heard of 2.62 TOS, you mean 1.62? Is that 32 pin too? You have seen there are TWO different jumper configurations for 32 pin ROMs, have you?

I repeat, the ROMs were NOT faulty when I shipped them, they were taken from my machine, fully working. I am NOT stupid selling something which doesn't work; what would be the point? Anyway if you are not happy, send the ROMs back in the same conditions and packaging I sent you, and I'll refund you.
 
I was ordered a new TOS 2.06 from Atari-freakz, refund is not necessary - i believe you. I'll make some pictures of installed TOS and screen of booting Atari ...

I got those 2.06 roms from Atari-freakz, too. Anyway I would not want you to lose money if you are not satisfied.
 
Just had a look at my other Atari STs with TOS 2.06.
Look at the graphs in the above link: if you original 28 pins ROMs where of type 531000 (or the last of the graphs,) then the configuration of jumpers would be the same as for 32 pin ROMs 571001, so NO jumper modification is necessary. Have you tried installing without any jumper changes?

Do you know which type of 32 pins ROMs he used? Which jumper configuration? From the link above, there are two configurations. Which one you tested? It's still possible it's a hardware configuration problem; I don't see how they could get damaged with the shipping, assuming you didn't insert them in wrong direction and destroyed them.
As I said, you are more than welcome to send the ROMs back for a full refund. I'll PM you my address detail.
