Atari STE Boot Issues

I have an Atari 1040STE that has a fault. The fault is this. When you boot it from cold the display corrupts and will not boot (see image).

However, once the computer has warmed up for about 10 minutes and you turn off and back on it is fine and boots without any problems at all.

The computer has been upgraded with a 1GB internal CF flash drive, 4mb Ram and TOS 2.06. However it is not this that is the issue as it also happened before the upgrades were installed.

Someone has suggested that it may be an issue with the power supply but I am not sure. Can anyone offer any advice?

Caps in the PSU may need replacing, need to use scope to check ripple.
But it could also be a poorly seated component or bad joint.
