No idea why he posts country of origin as he evidently ships from UK. Cards are made in Singapore but this isn't relevant in the customs. It only matters where it ships from. So from UK there would be at least VAT on the goods and shipping cost.
From my reading of the UK customs rules here The origin of the goods: is where they have been grown, produced, or manufactured may not be the country where they are shipped or bought from, what matters is where it counts as having been manufactured. But yes, I'm in the UK, I just provide this information out of completeness and I don't suppose it makes any difference whatsoever.
That's correct. On the customs form you have to declare the country of origin. But as this is used item it doesn't matter. It was already imported to your country long time ago. Now the customs just adds VAT to the total amount. So importing even used goods can get expensive in the end
