New kickstart 3.1, 4000 won't boot.

I bought brand new kickstart 3.1 for my Amiga 4000D. However Amiga is not showing anything with this kickstart, just black screen. I have connect both ic's properly and there are no bended or broken pins. I have removed both and installed it again but no change, powers on with black screen. However 4000 boots properly with the old kick 3.0. 4000 is recapped and I can't find anything related in the web about kickstart in 4000. Is there a jumper somewhere in the pcb or should I install the ic's the other way?

Your license key is visible on the photo.

Have you waited longer, 30 seconds and more? Do you have hard drives and floppy connected?
 
I have waited almost 5 minutes both times. I have a cf card with workbench, also I removed it and still the same black screen. No floppy connected. Possibly the kicks are dead?

Never reverse the chip orientation, you can kill the ROMs!

Have you ensured the new kickstart chips are in the correct sockets? In the picture you have ROM 2 in the upper socket, put it in the lower socket and then insert the 3.1 labelled chip in the upper and try again.

Nothing wrong with label, this is what is supposed to be. Mine are exactly the same (for A1200) and work flawlessly.
 
I did what miggymad said and it worked. I put ROM 2 n the lower socket and the 3.1 labelled chip in the upper socket and 4000 works.
