Not booting after recapping - capslock on

Hi all,
I've replaced caps and MB doesn't wake up..capslock is ON and black screen.. I've replaced timing chip U14 still no luck I've heard that there is a way to baypass it pointing some two pins but not sure where. Any advice folks?
Looking at MB diagram http://www.amigapcb.org/?fbclid=IwAR1cVSSvU7DvbblFIe9_VGWokI5_PcPOJ5k3y1GnaAYO6ZC4NEi4oKh2Agk - U14 pin 4 is VCC but when I hit GRN on capacitor C307 it shows continuity. Which is not good I think....

OK, was it working before a recap? And which Amiga, I'm assuming its a A600? If its a A600, also replace the 2 x ceramic caps either side of the 10Uf, if still an issue check the continuity of the tracks around that circuit as it might have a damaged VIA..
