Hi, I'm converting my 250407 Rev B Commodore 64 from NTSC to PAL. It currently has VIC-II 6567 Rev 8. Can I use any PAL VIC-II chip or must I use the same version (in this case 6569)? And must I use the same revision (Rev 8) or can I use any e.g. Rev 3?

Depends how far you want to modify your board. Using NMOS PAL VIC-II (i. e. 6569) is easier. I should have some.

Does the Rev matter? I have 6567 Rev 8.

Rev doesn't matter much. They are all compatible with each other, although each revision outputs _slightly_ different signal. The biggest difference is between rev. 1 and the remaining ones. Most probably you don't want rev.1 as it generates fewer luminance levels and therefore the picture doesn't look as what most folks expect it to look. This is of course a matter of taste/expectations but due to the fact that rev.1 is relatively rare, most people expect the picture to look like the later revisions output it. Price? Don't know... $20 plus PnP (about $12)? Preferably via XMR/XBT.
