Say, your cat really looks like my old cat who passed away in 2012 unfortunately.

Declaring interest.
Are there different models for NTSC/PAL? Rather does the Charger support both voltages? If I buy this for use in USA, will I have to get a charger?

(Interest withdrawn here)

Charger should support both voltages, otherwise any USB-C PSU over 45w (@120vac) will work. I use an underpowered Switch psu to top off my deck charge just fine.

Video resolution should be independent nowadays. The only time you worried about PAL/NTSC were for (s)video A/V outputs or analog RGB.

HDMI is digital and should be totally agnostic.

I run AGA and OCS Amiga games on mine, along with AAA Steam and GOG games. It's great, but not as small as a Nintendo Switch. Of course, it's waaaaaay better than a Switch IMHO. I enjoy both devices.

you can and should use a mouse/kb! I have a cheapo HDMI/USB dongle from Amazon, and run it through my KVM switch, looks great and "Desktop" mode is where you will be doing all your hacking and testing away from "Game mode". It has a power input as well as Ethernet (not needed if you use WiFi)

I put a 512GB V-30 MicroSD and a 512GB M.2 NVME drive in my 64GB for a total of 1TB. The conversion of drives was painless, opening and closing the case was the hard part. There is an "instructable" for doing it.

Make sure you read up on "EmuDeck". It'll make your deck ROCK.

PM sent - I cannot explain how I have missed that since a month it is my turn.
