For anyone who does not already own a PS4, I would highly recommend getting the PS4 Pro. For those who already owned the base model (like me), the decision is a little harder to justify. I waited a while before I finally bought mine.
I must say that I have been very pleased with the PS4 Pro so far. The games that have (near-) 4K resolution and especially HDR look amazing paired with my LG OLED65B6P. I know there was a lot of rage over Sony's decision not to include a UHD Blu-ray disc drive with the unit (which still perplexes me), but I already have an Oppo UDP-203, so I've got that area covered anyway.
I agree though. The selection of 4K games has been a bit underwhelming, but for me it's more than just whether or not a game has native or upscaled/'checkerboard' 4K resolution. For the games that have a selectable option for 4K/30, 1080p/30 w/ enhanced visuals, or 1080p/60 (like the Tomb Raider titles), I will usually choose the 60 FPS option, as that makes the game much smoother and more responsive, making the overall experience more enjoyable.
There are some games that either use a dynamic resolution or 1440p (Titanfall 2), but they still end up looking better than the non-PS4 Pro-enhanced versions, so that's good enough for me. It also allows Titanfall 2 to run at a solid 60 FPS while still looking amazing. It looks great and plays even better. What's not to like?
My only real (minor) gripe about the console is that it sometimes exhibits the same problem as a many high-end PC video cards do: inductor coil 'whine'. The console occasionally emits a faint high-pitched noise that varies in pitch and intensity depending on what's being displayed on the screen and the refresh rate. It almost sounds like an empty soda can full of angry bees or mosquitoes sitting across the room. If you are able to, find someone with a PS4 Pro and Rise of the Tomb Raider. Go to the options screen and go back and forth between the 3 display options. The noise will vary in intensity. In the 4K mode, the 'whine' is very audible. I cannot believe that it would be that much more expensive these days to source and use properly damped inductor coils in high-end graphics components.
My favorite PS4 Pro-enhanced titles so far (in no particular order) are:
Horizon: Zero Dawn
Uncharted 4: A Thief's End
inFAMOUS Second Son
Titanfall 2
Rise of the Tomb Raider
Ratchet and Clank
Middle-Earth: Shadow of Mordor
Final Fantasy XV
