Well the first problem was trying to save a buck and circumventing eBay. Had you completed the transaction through eBay, you would have disputed the case and have your money back by now. Lessons learned.
That is why i mentioned it (about good feedback) to avoid replies like this, but still got 3 of themThe OP did say the seller's feedback was good and that's why he trusted him.

My name is Alex, I’m from Romania, and unfortunately, I’ve become a victim of this person, Mimmo Sarcona.
On August 26th, I ordered two PCs from him (a Voodoo 5 and a Voodoo 2 SLI) and transferred around €1,900.
He kept me updated regularly about the supposed shipping - talking about packing, protection, etc. Everything seemed perfect at first.
However, yesterday evening I realized I was scammed when the shipping info showed the package arriving in a town in Italy. After searching for his username, I found this topic and realized the truth. I was very disappointed in myself for being so naive and not protecting myself better.
I have already emailed him, letting him know I will escalate this to the police. I have proof of the transfer (bank account details, payment confirmation, and his written confirmation that he received the money).
If he does not respond within 7 days, I will file a police report and pursue this further through the proper channels.
My advice:
Stay away from this person!

While I understand your frustrations, really I do, but may be @aaronkatrini doesn't want to get involved in such disputes for whatever reason/s, and it's not good to call him out for not doing so.I don't wanna say anything bad, aaronkatrini, but it's pity that you know all the info about this guy and have his hardware which he gives you for repair (as you said) and you just can't help us by SIEZING his hardware till he refunds to victims.
As i said, i don't want say anything bad about him, he is a good guy, at least he tried to help me out and i do understand him. Just sometimes there is a place for exceptions.
