I wonder if there is any way to copy an IPF archive (which I have in my pc) to an amiga 3 1/2 disk (to be, of course ,executed in an amiga 500!), If not, I am looking for the cover disk of CU AMIGA March 1991
The easiest way would be for you to purchase an external Gotek for your A500. Then you simply copy the ADF file of the disk to the USB memory stick using the PC, and then you can write it back to a floppy disk on the Amiga using something like ADFer ( link )

The OP question is about an IPF. A few cover-disks have mfm protection so an adf wouldn't work in this instance. The coverdisk raw files are available online and could be written to disk with a Greaseweazle or Kryoflux or Drawbridge (as SCP)
You could also try converting the ipf to HFEv3 file format with HxC emulator program and running it on a Gotek.
And I simply provided an alternative method. The coverdisk in question is the game Human Killing Machine, something that I DO have a working ADF copy of so I know whereof I speak
