I noticed that the Meanwell model PD-65 you're using does not provide -12V:

Do you mean the PT-65B? If yes, it has other specs on the +-12V rails as mentioned in the title of this thread:

There is a dedicated section on board for mounting the -12V regulator, as well as on the Meanwell MPD45 board. So that's why there is also -12V DC
