@SDG: I found a relatively easy way to test a capacitor. If you have a can of air, spray it onto the capacitor so that it developes "frost" on the capacitor's surface and "boils" away. You should smell the rotten fish, if it has leaked.
Not sure if this was exactly what you were after. A dry or otherwise faulty capacitor should affect the output voltage.
