If your TV/Monitor has a SCART input you are fine with that connection, Scart already has a good picture thanks to R, G, B are connected separately. This is most useful for that monitors/TVs without Scart input (provided they support 15kHz).
On the other hand, the picture thru VGA is even more clearer in my opinion and it does not suffer any lag it may suffer from because of those TV Tuners /Upscalers in Scart equipped TVs.

Unknown, unless anyone try it, but probably not. Better chance with new LED monitors.
