Can someone tell me what this is?

It says "Power Computing HD Drive Issue F" on the PCB but i'm none the wiser, it has a cable that attaches to the back side set of pins with what looks like a serial port on the other end of it.

could it be some sort of external floppy to floppy adapter

to plug into a floppy port on the amiga

I agree with John ,I think its an Power Computing External Floppy drive without the Case though

Ah yes this is making sense now. I got it in a tower and what he as done is removed it from an external drive case to put the disk drive in the tower and then fed the cable out the back of the tower to plug it into the disk drive connector of the board giving him an internal DF1.
