I don't understand why you say that.

Having done the S-Video MOD on my own VIC-20 NTSC, the improvement in image quality is tremendous.
 
I observed no 'dot crawl' in my NTSC model. This is why I made the statement. I also have PAL models that have a great picture with composite.
