I just went through of my sales and found out that I still haven't received funds from some of my end of July sales. That means eBay has been holding my funds for over 2 months despite receiving positive feedback from buyers!!!

What the actual f**k?

That not right as You should get Funds due Positive feedback and I have no idea why Ebay is holding your funds!

Unfortunately Ebay are having to play by the rules. Only reason they will hold onto funds is either:

1).. You have reached 30 sales
2).. You have reached a Tax ceiling limit (I.e sold a maximum of what you can earn before paying tax in your country).
3).. Account has been inactive for a while and first time selling. (should be only up to 30 days)

For 1 & 2 in the U.K. a seller will need to provide a National Insurance number for funds to be released.

What does it say in your payments screen? Have you had any emails off EBay with warnings?

If not, then get in contact ASAP to enquire why…

I haven't heard anything from them directly. My account has 86 feedback. I don't have any open cases or negative feedback. I don't understand why they are doing this.

The payments screen for this particular item says: "Thank you for sending the order and uploading the tracking information. Until we confirm that the buyer is satisfied with the order, the amount will be held until Oct 11."

Annoyingly, I did receive funds from items that I sold at a later date, for example an item sold on August 26th and I got the funds a month later. I think this has to do with tracking information as they sometimes can't tell whether the item was delivered or not.

If the item was delivered successfully, PayPal will wait until the buyer says they are happy with their purchase (by ebay feedback usually). If no update, then they should release the funds on the stated day in this case 11th October..

PayPal use this tactic to earn more interest from your money to help boost their profit margins.

Because of a UK government digital sales reporting law that requires platforms like eBay to collect and report sellers' tax identification information to HMRC. You must provide your details to continue selling on the platform if you've hit the sales threshold. If you do not provide the information, eBay will likely put your account on hold and prevent you from using it further. Any funds on your acount will also be on hold until the required info has been provided, even if you decide to close your eBay account, you will still need to provide the info before they will release any funds.

This new legislation came into effect in January 2024.

The current threshold is £1,740 or more in sales, or complete 30 or more sales transactions per year..

This is UK though and may be different for your country / location. (y)

I'm not selling on ebay UK, I'm selling in the EU. eBay already has my VAT number and they are not holding my funds as such. They are holding funds on select sales. As I already stated, I was paid for some items that sold at a later date but not those sold in July.

I believe EU member states also have something similar in place for Private sellers. If a business member then this will differ.

It is in German. But it seems it is a common procedure and kind of annoying.

Withheld payments

On this page

We know how important it is for you to receive your money as quickly as possible. However, your payouts may be withheld due to your previous sales history or service status, or in connection with disputes. This ensures that eBay remains a safe marketplace for buyers and sellers.

In most cases, payment holds are released when a buyer confirms that they have received their item or when a case is resolved. We use tracking information to verify that a buyer has received their item. If you want to receive your money faster, we recommend that you ship your item within your handling time and upload shipping information. If you use eBay shipping labels, tracking information is automatically uploaded. You can use your held funds to purchase shipping labels on eBay.

Select the button below to check when a payment is expected to be available:

Check payment holds - opens in a new window or tab

To continue to make eBay a safe place to buy and sell and to comply with our legal and regulatory obligations, we occasionally hold funds as described in the Payment Processing Terms - opens in a new window or tab. Payment holds may occur, for example, if there is an open case or dispute regarding a transaction, if your buyer reports a problem with the order, if your eBay account is restricted or suspended, if you owe eBay money, or if you are a new seller or sell infrequently. If your payments have been withheld for any reason, we will notify you and, depending on the reason for the payment hold, may request additional information from you so that we can resolve the issue.

There are three types of payment holds: transaction-level payment holds, payment holds for payment disputes, and payment holds for withdrawals.

Transaction-level payment hold

With a transaction-level payment hold, we hold payments related to a specific buyer transaction. The held payouts can be used to issue a refund to the buyer in connection with the same transaction.

To reduce the likelihood of payment holds on transactions, we recommend that you ship an item on the same day that the buyer pays for it. It is also advisable to follow best practices, such as providing tracking information for your order.

Tip

Payment holds are usually released within 30 days. In rare cases, however, it may take longer. For most orders, you can receive your money faster if you provide tracking information.

In certain cases, we reserve the right to hold your payments at the transaction level, regardless of whether the transaction is covered by our eBay Buyer Protection. Criteria for these holds may include your service status, changes to your account status, and other factors we use to ensure the security of the marketplace across all categories. The following rules apply:

  • New or occasional commercial sellers and new or occasional private sellers who registered before September 9, 2025, will typically receive their funds within 30 days while they familiarize themselves with proven sales methods.
  • New or occasional private sellers who registered after September 9, 2025, can find more information about when their money will be available for payouts on our Payouts for sold items page.
  • For previously restricted or suspended sellers, transaction-level payments will be held for the first 30 days after the restriction or suspension is lifted until confirmation is received that the items have actually been delivered.
  • High-priced items may result in transaction-level payment holds of up to 30 days. This is to ensure that buyers have no issues with their orders.
  • Unusual sales patterns may result in payments being released 3 days after delivery confirmation or 30 days after the order was placed.
  • Authenticity verification may result in transaction-level payment holds of up to 30 days while the authenticity of items sold with eBay Authentication is still being confirmed.

Payment holds for payment disputes or due to the eBay Buyer Protection Program

If a buyer requests a return or reports a problem with the purchase, we may hold your funds.

For example, if a buyer reports that an item has not arrived or that the item received differs significantly from the listing description, or if a buyer opens an eBay Buyer Protection case for another reason covered by the eBay Buyer Protection Policy, we will hold the relevant amount until the case has been resolved and closed. We will also hold your payment if a buyer initiates a chargeback, direct debit return, or PayPal buyer protection case—or otherwise asks their bank to review a payment related to an eBay purchase. The payments held may be used to refund the buyer in the same transaction.

For more information, see our help page Tips for avoiding and resolving buyer issues.

Payment holds for payouts

Payout holds are amounts payable to a specific seller that are held because the seller may need to take action on their eBay account.

  • Payment holds for login information issues: We may hold payouts if we find discrepancies in the information you provided when you registered. If your eBay account is restricted, we will notify you and ask for more information. For more information on how to verify your identity, see our help page Register as a seller.
  • Payment holds for compliance reasons: eBay implements policies and procedures to protect buyers and sellers and to comply with legal requirements. If your eBay account has been placed on hold or restricted for compliance reasons, we will notify you and request additional information from you if necessary.
  • Payment holds due to service status issues: We will hold your payments if we detect unusual activity on your eBay account, such as an increase in buyer protection claims, a sudden change in your sales activity, late deliveries, or negative feedback from buyers.
  • Invalid payment method: If we are unable to collect your selling fees and other costs using your stored payment method, we are entitled to withhold your payments. In this case, you must add another payment method.

Since the breakup with PayPal, Ebay has hit rock bottom, they are loosing sellers and buyers by the thousands. Here is the link to their UK Trustpilot reviews page;-

@clint

eBay don't give 2 hoots about negative press until it starts to affect their profits.

FWIW I don't sell on there these days. Too many scammers and no help from them when things go wrong. It made the decision to walk away from the platform so much easier.
